SSC Draft Standard Process for Nominations
Dear SSC Members, The SSC Charter states that “The SSC is expected as one of its first work products to develop a proposed timeline as well as expected steps for the different appointments and/or nominations that are of a recurring nature . . .” As a starting point on this task, staff has worked with the leadership team to develop the attached draft document outlining standard processes and timelines for the SSC’s work. Please review this document and share your questions and input on this mailing list. As you review, it is helpful to keep in mind that each individual selection process may have unique requirements or circumstances. The document is intended to outline a standard or default process, but the standard process can be adjusted as needed for specific selection processes – steps can be added, the time allotted for specific tasks can be extended, etc. At the beginning of each process, the SSC will aim to publish an expected timeline based on the number of candidates, deadline provided by the GNSO Council, and other factors that may have an impact. Hello Emily, Thank you for your mail. This is a very clear summary of our job.Bravo. I have a few suggestions : - adding 'the benefits' to 'The nature and responsibilities of the position', under point 2. That could help to attract more volunteers. - in the time line scenarii, maybe adding that the pools / surveys will be made by staff ? or clarify the tools to use ? (or maybe this is too deep into details), as it can influence the deadlines. - maybe adding a minimum number of days in advance the SSC needs to act in a perfect way, compliant to all charters. I have added a bullet specifying that the calls for volunteers should include a section on benefits/compensation, if applicable. Looking at recent calls for volunteers for review teams, it appears that this is a standard section to include in these documents (these positions are typically unpaid, but may sometimes include opportunities for travel support). Thanks for the suggestion. 2. Regarding the process for selection, it’s something that the group should likely discuss. Staff is, of course, available to assist with creating polls and surveys, but the SSC members should decide how exactly they would like the process to take place. Once this has been clarified, we can update the text with details. 3. I have highlighted in the timeline section the target timeframes for the SSC to take action in the standard process. Thanks for the suggestion. Regarding the process for selection, it’s something that the group should likely discuss. Staff is, of course, available to assist with creating polls and surveys, but the SSC members should decide how exactly they would like the process to take place. Once this has been clarified, we can update the text with details. I have highlighted in the timeline section the target timeframes for the SSC to take action in the standard process. Hello I'm in agreement with the text in general. I believe it SSC will be informed when appointees will be eligible to travel support or not by GNSO, that can be confirmed. And regarding the timeline proposed instead of x days, can we change to x business days ? I also find that the 1st item SSC organizes candidate materials and determines information needed from SG/Cs: T-28 (8 days to organize materials after receiving assignment) This means 8 days for reading materials? Maybe some processes will have more candidates than others so my suggestion would be 1 day per candidate Suggestion then would be (number of days to organize materials proportional to the number of candidates which have applied, considering at least 1 day to read each application and 8 days minimum to complete this task) Best, Renata

Just a note, however, that this is not a GNSO decision. On organization of the timeline -- the standard timeline is currently set up in calendar days because if there is a deadline associated with a particular appointment, this makes it easier to count backwards from the deadline to set target dates for each task. I definitely agree it will be important to make sure there are a sufficient number of business days available to complete each of the tasks. Since each assignment will have its own timeline, adjusted for factors including complexity of the assignment, number of candidates, and external deadlines, perhaps it makes sense to leave the sample timeline in calendar days, but note that it will be important to ensure that the SSC has a sufficient number of working days to complete each task in the assignment? On the timeline item “SSC organizes candidate materials and determines information needed from SG/Cs” – It looks like this language should actually be adjusted. I took a look back at the Charter, which reads: “Following receipt of the list of candidates, the SSC is expected to reach out to each SG/C to confirm affiliation as stated by candidates. Each SG/C should be provided with sufficient opportunity to provide this confirmation as well as any other information the SG/C deems useful for the SSC to consider as part of its evaluation.” So, actually, this step should simply say “SSC organizes candidate materials,” as it will be up to the SG/C what input, if any, they provide beyond confirming affiliation, and not for the SSC to decide. Thanks for raising that. Some suggested edits are attached. Regarding the amount of time for that task -- It will primarily be staff that organizes the materials to prepare for the SSC review and evaluation. Once staff has posted the application materials on the wiki, SSC members can begin their review of the applications, which can continue until the “Deadline for individual SSC members to evaluate candidates using survey tool.” Note that the timeline can be adjusted in each process depending on the factors noted above, and that the SSC will discuss and agree on a timeline for each assignment at the beginning of the assignment. Hi Emily Thank you for the reply The concern is really to have some flexibility of amount of days for reading according to the number of candidates. If this can be inferred from the text, it would be good. I'm not sure yet when is this reading period outlined in the timeline. I understand organization of materials and survey has staff oversight but there is a period where we read candidates' materials in order to answer the survey so maybe that could be outlined. As for business/working days, I remembered these can be different depending on which part of the world one is in so maybe just days is fine. On the timeline item “SSC organizes candidate materials and determines information needed from SG/Cs” – It looks like this language should actually be adjusted. I took a look back at the Charter, which reads:
“Following receipt of the list of candidates, the SSC is expected to reach out to each SG/C to confirm affiliation as stated by candidates. Each SG/C should be provided with sufficient opportunity to provide this confirmation as well as any other information the SG/C deems useful for the SSC to consider as part of its evaluation.”
So, actually, this step should simply say “SSC organizes candidate materials,” as it will be up to the SG/C what input, if any, they provide beyond confirming affiliation, and not for the SSC to decide. Thanks for raising that. Some suggested edits are attached.
Regarding the amount of time for that task -- It will primarily be staff that organizes the materials to prepare for the SSC review and evaluation. Once staff has posted the application materials on the wiki, SSC members can begin their review of the applications, which can continue until the “Deadline for individual SSC members to evaluate candidates using survey tool.” Note that the timeline can be adjusted in each process depending on the factors noted above, and that the SSC will discuss and agree on a timeline for each assignment at the beginning of the assignment.

This means 8 days for reading materials? Maybe some processes will have more candidates than others so my suggestion would be 1 day per candidate Suggestion then would be (number of days to organize materials proportional to the number of candidates which have applied, considering at least 1 day to read each application and 8 days minimum to complete this task)

Regarding the point below on flexibility, this document is indeed just a guideline which will to be adjusted by the SSC for each nomination depending on # of applications and external deadlines provided, and will still allow for flexibility in terms of individual appointments. If this can be inferred from the text, it would be good. I'm not sure yet when is this reading period outlined in the timeline. I understand organization of materials and survey has staff oversight but there is a period where we read candidates' materials in order to answer the survey so maybe that could be outlined. As for business/working days, I remembered these can be different depending on which part of the world one is in so maybe just days is fine.
