I think this outline works.
Ideally, I think it would be great to be able to combine 1. and 2. Not sure why principles that apply to both wouldn't qualify as overarching. If the Overarching Principle was a concise, singular, and controlling principle - I could see
having it stand at as its own. As is though I am not sure there is immense value in the distinction between 1 and 2.
Also think that we should strive to eliminate 6. and build it into the applicable principle or section.
