ICANN Staff to incorporate suggested edits, including clarifications on “voluntary” transfers and updated policy impact ratings for Recs. 35-38 on voluntary full portfolio transfers. 2. Members to review the consensus call and provide feedback, if there is a disagreement with the Chair’s designations, by Friday, 31 January. Agenda: 1. Welcome and Chair Updates · Chair highlighted that the final report will soon be sent to the GNSO Council, with one additional meeting scheduled next week. · A consensus call on the recommendations will be conducted. This will include a review period where all members can provide input and ensure alignment. · Members were reminded to refer to Section 6 of the group’s charter<https://community.icann.org/display/TPRPDP/2.+WG+Charter> and the GNSO PDP Working Group Guidelines on the consensus process. 2. Ry feedback on updates to Rec. 35 and discuss proposed edits to Final Report · Jim Galvin confirmed there were no further objections or concerns raised by the registries, and the recommendation was deemed ready as is. · ICANN Org proposed downgrading the policy impact rating for Recommendations 35-38 from high to medium. Reasoning: Adjustments were made based on ICANN Org’s public comment, reducing the level of coordination needed. The threshold in the new policy is staying the same as the current policy. . · Changes included ensuring affiliated registries could meet the domain name threshold, which will involve coordination and involve a substantive policy change, though not with a high impact.. · Updates to Recommendation 38: The affected registry operators were defined as those transferring more than 50,000 domain names. Proposed implementation guidance suggested that registries who meet the minimum domain name threshold as Affiliates coordinate amongst themselves and notify ICANN of their intent to charge fees. This would avoid unnecessary notifications to registries that are not affiliates. · Recommendation from the WG to include the term “voluntary” in all relevant descriptions to emphasize that these recommendations apply to voluntary full portfolio transfers and not involuntary full portfolio transfers. 3.
