Dear Transfer Policy Review Scoping Team:

As many of you are likely aware, the ICANN Board passed a resolution re: the Transfer Policy on 26 January 2020. Specifically, Board resolved, in part, “[w]hereas, on 31 October 2019, the GNSO Council requested that the ICANN Board instruct ICANN org to defer compliance enforcement of the Gaining Registrar FOA requirement until this matter is settled in the GNSO's planned Transfer Policy review.”

In preparation for Thursday’s upcoming meeting, please review the Transfer Policy Scoping Document and provide additional feedback regarding the path proposed, i.e., EPDP on Gaining FOA followed by comprehensive review of the Transfer Policy. In your review, please consider if the proposed path should be changed in light of the recent board resolution. Please find below the proposed agenda for Thursday’s meeting:
