[lgr] Request for Input on the Maximal Starting Repertoire - MSR

Dear All, Please find below a request for input on the Maximal Starting Repertoire (MSR) from the Integration Panel. ------------- The Integration Panel (IP) is actively considering an update to the Root Zone Maximal Starting Repertoire (MSR) now in its second version<https://www.icann.org/resources/pages/msr-2015-06-21-en>. The update aims to add a small number of currently omitted code points for scripts that are already covered. In addition there will be editorial improvements to the way the repertoire is documented and presented. Generation Panels and interested parties are encouraged to review MSR-2<https://www.icann.org/resources/pages/msr-2015-06-21-en> and to communicate to the IP any concerns with the existing MSR such as inaccuracies or omissions. In developing an LGR for the Root Zone, the MSR serves as an absolute upper bound on the code points that may be permitted in the Root Zone. (The actual LGR will represent a subset). Because of that, it is essential that any code points needed for a given script LGR and not excludable based on the principles discussed in [MSR-2] should be reviewed for potential addition to MSR-3. (Not all code points used in writing certain scripts are permissible in IDNs or the Root Zone, and the majority of exclusions is expected to stand). The IP does not anticipate the addition of as yet unsupported scripts to MSR-3, but, in principle, remains open to consider that option for future revisions. Such additions would expected to be based on sufficient community interest in the support of a given script, including, but not limited to a successful proposal to form a Generation Panel. Comments are requested no later than December 15, 2017, as it is planned to put MSR-3 to public comment by January 15, 2018. The Latin GP has drafted its guiding principles to determine the code point repertoire for inclusion in the root zone LGR proposal and to determine the variant code points. The principles are being posted for public comments to allow the GP members to get feedback from the language and technical communities as the GP undertakes the tasks of repertoire and variant code point analysis. Dear All, Please see a recent RFC 8228: Guidance on Designing Label Generation Rulesets (LGRs) Supporting Variant Labels https://www.rfc-editor.org/rfc/rfc8228.txt Abstract Rules for validating identifier labels and alternate representations of those labels (variants) are known as Label Generation Rulesets (LGRs); they are used for the implementation of identifier systems such as Internationalized Domain Names (IDNs). This document describes ways to design LGRs to support variant labels. In designing LGRs, it is important to ensure that the label generation rules are consistent and well behaved in the presence of variants. The design decisions can then be expressed using the XML representation of LGRs that is defined in RFC 7940. Update and Proposal for a Greek script root zone LGR - version 2.3

Dear Greek GP colleagues hi, I hope you are well. First of all, I would like to thank you for your contributions so far. I have incorporated most of your suggestions (please check) and, now we have reached to version 2.3 that has a special section for the Pomak language, which is the only living non-Greek language that uses Greek characters and is spoken by ~30,000 Greek Pomaks in Thrace. I had several phone calls and email correspondence with Mr Ritvan Kara-Chotza, author of the "Pomak-Greek Dictionary". To cut the long story short, as a result, the fact that the Pomak language uses Greek characters does not affect the Repertoire for our case. The Greek Pomaks can have their own Greek domain name, even if it does not sound exactly as it should be. I will send you our correspondence and the first pages of the "Pomak-Greek Dictionary" (its whole size is more than 14MB) for your information. Secondly, I would like to draw your attention to the email below, send by Sarmad two weeks ago (please Sarmad accept my apologies), which I forgot to forward to you due to heavy workload (I had to take care of a significant portion of the dossier of the Minister for the EU Ministerial Telecom Council and also some other urgent businesses). Cyrillic Generation Panel analyzed this issue and has provided the table of confusable code points, so that other organizations can use them as needed. This table is given in Appendix C. 1.2 CROSS-SCRIPT VARIANTS Cyrillic GP has analyzed the issue of cross-script variants and decided to limit these to homoglyphs. The Cyrillic GP has decided that the cross-script variant analysis would include code points which are homoglyphs in the lower case but not homoglyphs in the upper case. The GP analyzed only lower case because upper case is disallowed in IDNA 2008 standard. This decision was made in consultation with IP (the IP, at this point, does not require that upper case homoglyphs are included). Cyrillic GP found cross-script variants with Armenian, Greek and Latin scripts. These are listed in the tables in this section. In addition, there are confusable code points determined by the Cyrillic GP, which are not considered cross-script homoglyphic variants, and are listed separately in Appendix D. 1.2.1 ARMENIAN HOMOGLYPHS Cyrillic script has the following cross-script homoglyphic variants with Armenian script. Although Armenian GP has 3 homoglypchic variants, the opinion of Cyrillic GP was that those graphemes are not entirely identical, and they are shown in table of confusable code points. Moving this a little bit further, I assume that the Panel also concludes that Myanmar is also separable from the Greek script. Τherefore, I will send the version 2.2 soon, where there will be no tables associating Greek with these three scripts. Dear colleagues, I hope my email finds you well. I am not sure if I have forwarded you Sarmad's email regarding the formal announcement of the formation of the Greek Generation Panel by ICANN. If I haven't, you can find it below and, please, accept my apologies for the delay. If I have already done it, please excuse me for the repetition. Moving one step forward, please find attached a first draft of the "Proposal for a Greek Script Root Zone Label Generation Rules (LGR)", which was prepared by me and Vaggelis. For this document we used the structure that has already been used by other Generation Panels in their reports. Of course this structure can be changed in the future, if the Panel decides so.
