I think there is perhaps a misunderstanding. The current profile proposal does support/allow for tiered access, as long as an agreement provision, waiver, or Consensus Policy supports/allows such thing (see section 1.4.11 of the proposal).
Francisco, how many gTLDs have such provisions in place? Will those that do not be able to defer implementation until the needed "agreement provision, waiver, or Consensus Policy" terms are in place? Scott
