Actually, IANA has already provided us with one: the XML file at

http://www.icann.org/sites/default/files/packages/reserved-names/ReservedNames.xml

There is a RelaxNG schema at

http://www.icann.org/sites/default/files/packages/reserved-names/reservedNames.rng

So I will try massaging the different data sources into this format.
