That seems sensible but I wonder if it could be short cut on the basis that 20 or so TLDs including some of the largest already have this record and the world has not ended?
Considering that there have been apex A and AAAA records in many ccTLDs for 15 years, probably not. I don't think SRV at the TLD apex is a problem, but there's a lot of both good and bad cruft floating around.
