At least the “nic,rdds,whois,www”  domains should be contained in the WHOIS straight from the beginning, although only the “nic” domain would be in the DNS.

Maybe the SLA only kicks in once there are actually delegated domains? Unless they're doing a Start-Date Sunrise (e.g. FCFS Sunrise), then there won't be anything in their WHOIS database until Sunrise ends.
