Hi guys All gTLDs. This is the same activity we have done 2x in 2015 for the WHOIS ARS project. The message is targeted to registries / RSP as that is where we have had rate limit issues in the past. But yes it would be helpful for the registrars to whitelist these as well. For what its worth, I believe ICANN had previously requested Registrars whitelist these to support other WHOIS projects in the recent past, but I could be wrong. Thanks Russ, I didn't receive a whitelist request back in 2015, so I guess you guys just went for it and we Registrars just allow a lot of requests ;) Just whitelisted the IP addresses, so good to go there. On a more serious note, I would be very cautious to use EU registrant data to call and to email. There might be a chance that EU Registrar - Registrant registration agreements do not cover the pilot purposes.
In the UK, under the Privacy and Electronic Communications Regulations (PECR) ICANN can be fined upto 500,00 GBP *per contact* if they telephone or email a UK 'consumer' - I'd strongly advise that the "email, phone, post" tests proposed are NOT conducted against any details extracted from whois for a UK address Rob --- This email has been checked for viruses by Avast antivirus software. https://www.avast.com/antivirus
