Zodiac Registry: "access request for .xn--czru2d has been denied"
I've had several requests for TLD ".xn--czru2d" denied by them recently. After applying for renewal (I've repeatedly renewed since 2015), they now send an email directing you to go to their website and email them additional information. This is what it says on their website: ==== .商城 AnnouncementCredentialing Requirements for CZDS applicant to access the xn-- czru2d Zone Files 一、 简介 Zodiac Aquarius Limited(“注册局”)根据与ICANN签订的“.商城”域名RA协议specification 4中section 2的相关条款,对申请访问区域文件的个人或者组织(“申请人”),在验证环节,增加必要的材料审核,以确保区域文件不被滥用,特制定本补充政策(“政策”)。 二、申请材料 申请人需在收到注册局邮件通知7日内,将以下材料发送到mall-czds@nic.wang: a.. 1.邮件标题需为申请人在CZDS 申请时所用帐号的用户名b.. 2.申请人是组织机构的,需提供:(1)180天以内签发的组织存续证明(CCR); (2)包含办理人姓名、职位等信息的组织授权文件; (3)组织机构的网址; (4)组织机构简介(重点提供域名相关的部分); (5)防止区域文件被滥用的说明书; (6)保护区域文件不被滥用的承诺书。 c.. 3.申请人是个人的,需提供:(1)个人身份证件; (2)一份180天以内的个人的水/电/煤气账单 (3)个人简介(重点提供域名相关的部分) (4)防止区域文件被滥用的说明书; (5)保护区域文件不被滥用的承诺书; (6)申请人不属于任何域名注册局,注册商,分销商的承诺书。 三、 审核 申请人在收到注册局邮件通知7日内,未按规定发送材料邮件的,注册局将在CZDS系统拒绝。 注册局在收到申请人的材料邮件后,将在15日内完成材料的完整性审核,材料完整的,将在45日内做出同意或者不同意的决 定。同意的,将在CZDS系统批准,不同意的,将在CZDS系统拒绝。 四、 关于本政策 注册局有权根据国家或者ICANN的法律政策调整等原因,修改本政策,无需事先通知。 本政策和《CZDS条款》的目的相同,应视为一份文件来阅读和解释。 Zodiac Aquarius Limited 2022年11月24日 ==== If your Mandarin is as non-existent as mine, they're basically asking for official documents on the level of trying to open a corporate bank account at a bank. Of course I had submitted all the information required by the CZDS application process through the ICANN website. Two weeks later they denied my application, with this "explanation": "the CZDA Provider may reject the request for access of any user that does not satisfy the credentialing requirements in Section 2.1.2..." Surely this is not correct. Any process involving submitting documents by email would not scale to about 1200 zones in CZDS, even if it was done in English. Joe Wein SURBL

After having all applications rejected by Zodiac for the past 6 months and ICANN letting them get away with it, Zodiac finally granted access! We drew their attention to two facts: 1) They are asking about the name of the person in charge, who in this case happens to be a citizen of the EU, hence GDPR applies. So we asked a couple of GDPR-related questions.... 2) There's no specific document called "Certificate of Organizational Continuity (CCR)" in our jurisdiction. But this should not be necessary. The extra steps they are asking for would not scale to 1100 TLDs in CZDS. All of us already submit all the necessary credentialling information and agreements in our ICANN accounts. Joe SURBL

Besides the standard complaint replies, I've actually received today a reply on my rationale regarding this matter: It seems ICANNs position is that the registrars operation procedure is legit and backed by the registry agreements: -- snip -- Registry operators may establish additional policies or procedures for a generic top-level domain (gTLD) and request that users provide additional credentialing information to grant access to its zone files without limitation (see Specification 4, Section 2.1.2 of the Registry Agreement (RA). -- snip -- This means (as I understand this) it's essentially up to the registrar if access is granted or not.
