As the new GAC liaison to the CSC I am catching up on the documents, reports and correspondence. I note and commend the perfectly compliant results reported by the PTI for September 2018 and also concur with the CSC report for September 2018.

 

Going forward, as regards the proposed SLA adjustments mentioned in the CSC  report, my comments are as follows:

1.       Re Technical Check – Retest and Supplemental, once relaxation of the SLA is not service affecting, it would make sense to do so since it would also tend to minimize corresponding PTI resource requirements.

2.       Re ccTLD Validation and Reviews, not having seen historical data on the quantity of requests, I wonder whether quarterly or semi-annual reporting was considered or feasible vis-à-vis switching all the way to annual reporting. In addition, being aware that some of these ccTLD transfer cases can indeed be complex, a reduction of the 100% standard is a plausible course of action. However, the quantum of such reduction would be best informed by an analysis of the historical record in terms of the quantity, complexity and processing time of such requests. Consideration could also be given to a two- or multi-tier standard e.g. x% within 60 days, y% within 6 months, 100% within 1 year or whatever might be found appropriate based on the historical data.

 

I would not be present at ICANN 63 but hope to follow the CSC public session remotely on Monday (notwithstanding the 4:30 a.m. start time in my time zone).

 

I look forward to seeing the results of the CSC Review team and to productive collaboration with the CSC during my tenure.
