During the meeting we received the question how we view the text in the IANA Naming Function Contract regarding CSC's role in reviews of the transition plan. The CSC has studied the text, and I hereby convey the committee's understanding of it. #---------------------------------------------------------------------- 2020-07-20 Dear members of the IFRT, I write to you to clarify how the CSC views the text in the IANA Naming Function Contract, Section 9.3, Transition. The relevant text reads as follows: Section 9.3 Transition. a) ... b) ... c) ... d) ICANN, in conjunction with the CSC as necessary, shall review the transition plan at least every five years. The CSC committee has studied this text, and, by consensus, interprets it as follows: ICANN is expected to initiate and perform a review of the transition plan every 5 years. If ICANN finds it necessary to involve the CSC in its review, it will call upon the CSC to support ICANN in its work. The CSC does not expect to have to be the initiator of such work, but is happy to support ICANN if/when called upon. In addition, should the CSC, in its normal ongoing work, detect any conditions that are relevant for ICANN's periodic review of the transition plan, the CSC will notify ICANN with the expectation to be drawn into the process.
