For those of you interested to track the changes also included is a redline comparison with the document presented at the Prague WG meeting (see also major changes). CcNSO letter on confusing similarity and GAC communiqué: In the context of the work on confusing similarity please note the letter from the ccNSO Council to Elise Gerich ( http://ccnso.icann.org/node/32317) and the GAC communiqué from the Prague meeting (Section IV GAC Advice to the Board): * https://gacweb.icann.org/download/attachments/4817665/FINAL_GAC_Communique_2... * Next steps: As we have addressed the major concerns, as discussed before and at the Prague meeting, we suggest we publish the included draft for Public comment ( starting end of August, to close at the end of the Toronto meeting). At the Toronto meeting the WG will finalise the recommendations, which will then be handed over the IDN ccPDP Issue manager to merge the recommendations of this WG with the recommendations on the inclusion of IDN ccTLD’s in the ccNSO. for inclusion in the ccNSO. Major changes: The notes and comments sections have been further reduced. Section 2 Overall Principles C, Preserve security, stability etc. 1. Inclusion of reference to IETF/IAB work in progress on the Principles for Unicode Code Point Inclusion in Labels in the DNS Root ( Reference: http://tools.ietf.org/html/draft-sullivan-dns-zone-codepoint-pples-00) Section 3, Criteria for the selction of an IDN ccTLD string 1. Adjustment of section B, Eligibility 2. Adjustment of Section H, Technical Criteria. Only inclusion of high-level criteria. Details and method and criteria for review need to be included in Implementation Plan. Implementation Plan needs to be reviewed and adopted by the ccNSO , before Implemented. 3. Section I, Confusingly similarity. i, High level standard adjsuted to reflect concern raised by Vaggelis ii. Method and criteria for review to be furhter specified as part of implementation plan. Again need to be reveiwed and adopted by the ccNSO, before implementation. iii. Method and criteria need to take into account and be guided by Principles for inclusion of Unicode Code Point in Labels in the DNS Root. iv. Method and criteria need to take into account factors of technical, linguistic and visual perception Section 4, Processes and Documentation Documentation of required endorsement. Update of clarification of needed documentation and procedural requirements External Validation Process Option with two-stage confusing similarity review Included section explicit completion of IDN ccTLD Seelction Process.
