//recommendation 9: TLD registries should collaborate on issues of shared interest, for example, by forming a consortium to coordinate contact with external communities, elicit the assistance of support groups, and establish global fora.

 

The document we are creating should contain IDN Guidelines to make the use and implementation of IDN as robust as possible, correct? Recommendation 9 does not even mention IDN. As it written I see no purpose of it. What does the Guidelines want to achieve by enforcing the TLD registries to "collaborate on issues on shared interest"? Shared interest could be anything far beyond IDN. Currently it is under section "Consistency of IDN tables".
