In the statement there seems to be a reference pertinent to the current work on IDN guidelines: "For now, implementation guidelines by ICANN, TLD registries, and other administrators must continue to include serious caution about DNS name registrations using characters of this type." It may be useful to consider if this RFC can be referred from the IDN guidelines.
