Dear IFR2 Team

Please find attached the DRAFT report for public comment.

As discussed in our Tuesday meeting, we believe we have full consensus for the contents of this report (this is highlighted in the executive summary). The current plan is to publish for a public comment period by the end of next week.

To those ends, please review this version by the end of Tuesday March 4. At this stage, feedback should be limited to substantive areas in which we need to highlight a lack of consensus or which could delay publication. That said, any corrections of errors or omissions on my part are always gratefully received.
