Your Public  Comment started yesterday  on 10 February 2020 and will close on 22  March 2020:

You will note that the subject of the Public Comment is focused  on Recommendation 4,  which requires an amendment to the IANA Naming Function Contract.  The ICANN Bylaws are very detailed concerning IFR recommendations and when I was preparing for this Public Comment Legal determined two things: 1) unlike other reviews, the IFR is not obligated to post two Public Comments concerning your Report (whether Initial or Final) and 2) a Public Comment focusing on the contract amendment is required.   We shifted the focus of the Public Comment to meet the Bylaws.  However, for those who support having a second Public Comment concerning the whole Report, with this Public Comment the Community still has the opportunity to review your Final Report and provide input.

 

As mentioned, the contract amendment recommendation has many Bylaw mandated steps – including asking the ccNSO Council and GNSO Council to approve it. Your co-chairs sent a letter to the Councils last week to set that in motion. 

 

I apologize that these factors were not taken into account before our last plenary call and appreciate your understanding so this review can be brought to a conclusion which satisfies the Bylaws.  I will keep  you updated on the GNSO & ccNSO Councils’  approvals; provide a comment report to you at the end of the Public Comment;  and let you know when your Final Report is officially submitted to the ICANN Board.  As we get closer to the end a doodle poll will be sent out to set up your post-mortem review of the first IFR.
