The wiki page for the last Plenary Call, #14,  has a link to the CSC letter: Letter regarding the CSC's interpretation of IANA Naming Function Contract, Section 9.3, Transition. discussed at this meeting.  The Meeting Notes are on the wiki, as well as attached here.
