In advance of our meeting at ICANN86, 9 June 2026 at 09:45-11:15 UTC, please see the Google Drive links below to the latest updated drafts of the URS and URS Rules. Clean and redlined versions have been provided – the redline is against the current published documents. This should make it clearer to see all relevant changes.

Both sets of documents are in the external IRT drive and are also attached as Word Docs for those without access. You may notice some formatting inconsistencies – these are byproducts of the extensive drafting process and will be rectified before issuing for public comment.

Due to a labelling error in the previously Word documents, I am also resending .docx copies of all previously issued drafts of the UDRP and Policy Guidance, which are attached to this email – these should no longer be marked as ‘privileged and confidential’.

Staff have worked up to the last minute to reflect recent discussions on and draft updates to the UDRP documents in the latest URS drafts. The latest versions incorporate language reflecting the compromise position on pre-determination access to the arbitral process (available, but only with IGO consent) which the IRT agreed during our last meeting on 26 May – please review 13.2.1.2 and 13.2.1.3 of the URS at a minimum to ensure alignment on this issue.

We appreciate that these drafts have issued later than anticipated and that some of you may already be at, or travelling to, ICANN86. However, we still encourage you to review them if possible and leave comments, or reply to the mailing list if this is easier. We will discuss the documents on Tuesday, but it would be helpful for staff and make for a smoother meeting overall if any critical issues are identified in advance.

As a reminder, the goal of our ICANN86 session is securing IRT agreement to proceed to public comment on these drafts. Accordingly, we ask that you review for critical issues/deal breakers – using a ‘can’t live with’ attitude – that in your view would prevent this from being accomplished. Further changes following the public comment period are possible, and will be considered by the IRT as necessary, following a review of comments received.
