These latest revisions aim to address IRT feedback provided during calls and through written comments on Version 2. We've included comments in each document explaining the rationale behind our revisions and editorial choices—particularly in the Rules document, which has undergone significant updates.

As a reminder, our shared goal is to finalize a set of draft updates for public comment as quickly as possible in November. While minor adjustments are still possible, we ask that the IRT review these drafts with that timeline in mind. Please flag any critical issues that would prevent us from moving forward with public comment, knowing that further revisions can be made following the comment period. Written feedback on the documents is strongly encouraged.

During Wednesday’s meeting, I’ll walk through both documents. I’ll also review the updated draft policy guidance (previously circulated via the list last week—I’ll resend it shortly for anyone who missed it).
