Comment on the ATRT2 draft recommendations and report
Dear ATRT2 members, The Internet Society Trinidad and Tobago Chapter a member of the Latin America and Caribbean Regional At Large Organisation and the Not for Profit Operational Concerns Constituency, wishes to congratulate the work accomplished, the draft recommendations and report produced. The views expressed here were also expressed at the ATRT2 meeting with NPOC at the ICANN Buenos Aires Meeting, but have been captured in writing for ease of reference and clarity. With regards the report itself, due to the size of the report more descriptive table of contents is helpful. If possible, the report should have a recommendations referential document, enabling the quick reading of the appropriate detailed text in the report. The New Recommendation 9 Arising From Issues Not Addressed by ATRT1 which deals with consideration of decision-making inputs and appeals processes there needs to be clear and ongoing rules for declaring conflicts and personal ties in particular familial ties for staff and board members. The New Recommendation 10 Arising From Issues Not Addressed by ATRT1 which deals with improving the effectiveness of cross community deliberations there needs to be detailed the development of rules relating to creation of cross-community charters and work group procedures. Such cross-community rules need to be clear and transparent in order to facilitate the break-down of ICANN silos while ensuring a consistent and fair approach to the development of policy. Further under recommendation 10.3 there needs to be inclusion of under-represented specific communities of interest such as small island developing states and not just by geographic region. Also we suggest that the traditional definition and UN groupings utilised within ICANN be reevaluated to its viability and methodology of having equitable participation.
