I think our IANA definition is confusing.  IANA is an acronym that should be included in the definmtion and then we should describe functions that fall under that work.  I looked at some definitions from What Is and Wikipedia which i attach...

J Perhaps it does sound a bit negative, but I don’t want people to get the (wrong) idea that they can short-circuit the process and appeal to us to get their ideas implemented. Can you think of a better way to phrase it?
