Can someone from the ICG please urgently explain to me (and to everyone else) how one is meant to express interest by this Sunday to run a secretariat with unspecified scope and function as of the Friday?

The IANA Stewardship Transition Coordination Group (ICG) will issue a Request for Proposal (RFP) to select a suitable contractor through ICANN process to perform its secretariat function.
