charter version to go out on the web
This is a clean version of the final charter (and with the right version number). Once the statement goes out, it needs to have a pointer to this charter, so the charter also needs to be up on the web somewhere. You guys know what to do about that… Jari
Appreciate re-iterating the deadline for commenting on the charter, if still possible .. Apologies to have overlooked that .. If agreed, I suggest adding a couple of sentences on how the ICG intends to work, in terms of its structure (chair, co-chairs, ...) and its approach to resolve issues (in line with what was sent to the GAC chair) .. i.e. something along the following lines: "... The ICG will select [a chair and 2 co-chairs / 3 co-chairs/ or whatever was agreed, as I have missed this] from its members. Additionally, in performing its narrow role of coordination, the group will operate by rough consensus judged more by the merit of objections rather than the number of them. ..." Thank you Manal, I support the addition of these 3 points. Someone on our regional discussion list has also raised some of them. Thanks. - a. On July 20, 2014 9:54:29 AM GMT+00:00, Manal Ismail <manal@tra.gov.eg> wrote:

Manal, Adiel, Thanks for your careful review and suggestions. The draft charter has been posted to the web yesterday. We agreed to approve the charter in two weeks, which gives us an opportunity to make changes if needed. My personal opinion is that we should be careful in selecting what changes are to be put in the charter and what might actually be separate items. If we add something, it should be a lasting definition - the chairs and their number for instance might be a separate note. A note now that indicates that we’ve selected Alissa as the interim chair… another note later with the permanent chairs… Also, if we are going to add more substance to the definition of rough consensus, maybe a reference to RFC 7282 might be a more complete way of doing that. (However, I am a bit wary of entering a lengthy discussion now about the decision process, in case there are debates about the exact definition.) I would agree that we are best only placing in the charter more timeless issues. All these points fall within self-organization. Beyond that I think that minutes are for public reference and there will be a summary of the meeting, which may be the more appropriate place for details.. Joe On 7/20/2014 7:43 AM, Jari Arkko wrote:

Thanks Adiel and thanks Jari and Joseph for your responses .. Although I don't think the minutes serve as an alternative yet I take your points on lasting definitions and timeless issues .. I also see that 'rough consensus' is already mentioned under bullet (iii) .. So I'm also fine with not adding the below ..
