The proposal says:

One additional TLD representative not considered a ccTLD or gTLD
registry operator such as the IAB for .ARPA could also be included in
the minimum requirements but is not mandatory.

The IAB discussed this yesterday. The IAB does not wish to fill a seat for .ARPA at this time. Based on my reading, no changes are needed to the documents based on this decision.
