I debated if I should add this to the IRT agenda or make it an IRT review task.

I don’t think that it would be a good use of IRT meeting time or perhaps even your review time.

But I did want to let you know that and track the change.

FYI. Background section is basically a fact-based information not really subject to interpretation or weighs in on ah obligation.

It’s designed to provide information to the implementers who may inquire of the genesis of the new requirement.

Right now, I am thinking that we will leave it rather lengthy but after the public comment we may consider shortening it.

At the risk of over communicating, I write this detail to ensure that you are all with me as we progress toward the public comment.
