Dear IRT Members,
Thank you all for the thoughtful and engaging discussion during our recent session. Your contributions reflect a shared commitment to supporting the effectiveness and integrity of the urgent request
process, and we greatly appreciate the time and insight each of you brought to the conversation.
A few important reminders for this group:
First, the task assigned to this IRT is to discuss and define a timeline—and only a timeline—for responding to urgent disclosure requests, in response to specific concerns raised by the ICANN Board.
The policy recommendation does not direct ICANN Org to act as a central body for reviewing incoming requests prior to registrar delivery, nor to maintain separate contact lists of authenticated law enforcement authorities.
As a reminder, the IRT is not a forum to reopen or re-litigate the underlying policy recommendations. If there are concerns about the scope or framing of this task, there are formal and appropriate
pathways to escalate those concerns outside of this group.
While we wholeheartedly understand and acknowledge the concern that it's challenging to define a response timeline without addressing how requests are submitted or authenticated, these aspects remain
outside the current scope of this IRT. The mandate under which this team was reconvened is solely to determine an appropriate response timeline for authenticated urgent requests, based on the existing policy framework.
In light of the issues raised, we’ve compiled several targeted questions for the group to consider. Please be prepared to respond to and discuss these questions during our next session at ICANN 83
on Tuesday 10 June, at 15:30 – 17:00 CEST. I’ve included the agenda for the session below and plan to focus our discussion solely on the timeline and questions circulated for the group.
