I am intrigued as to what the concern is for the LAC region? 

Alan's response to the concern raised by Alejandro Pisanty is a classic conundrum of judgment.  Because he sought to answer two different questions with one [intellectual] mind. And that will always be difficult. 

Question 1: What are the rules?  Question 2: What are the rules as seen in this jurisdiction (meaning LACRALO)? The answer to the second question is a rat hole for reason and judgment.

No contest, the election rules - adopted after long - dare I say - somewhat unnecessary labour - are truly what Alan says they are. 

There are 20 electors; 15 ALAC members and 5 RALO chairs. Every elector is one [settled] vote. Every vote is - at least was intended to be - an unwhipped vote.  

In my humble view, the rank voting business is there to give comfort to those who would wish to feel they know what the electorate thinks.

The candidate who receives a [bare] majority of the vote, in this case 11 votes - is the winner.  Justine attracted 14 first-ranked votes.  Incontestable, the winner.

There are 4 votes resident in the LACRALO region. Even if every one of those votes was first-ranked for a preferred candidate, presumably Lito, that candidate cannot win without votes from other areas of the world. 

The LACRALO Chair believed a first-rank vote for Lito Ibarra is directed because 18 ALS reps of 65 reps responded to a survey and chose Lito.   Um, well, that was connivance at error and I understand why it was done.

Again, about judgment and channeling Kant, that was 'purposiveness without purpose'.  A beauty contest as it were. Because a directed vote in LACRALO can only be official with a weighted vote of the membership. 

Period.  

I put it to you those 18 member reps if there was an official vote would represent between 12-15% of the vote.  Sell it as a ringing endorsement if you must but do be mindful of the whispers of numbers.

I've know Lito for more than 20 years. I first met him as a fellow board member of Microsoft's Partners in Learning Initiative at Alberto Marroquin University in Guatemala City.  He's a good man and absolutely qualified to sit on the ICANN Board.

But whoever was his campaign manager in this election failed miserably to count the votes before the voting. And even worse, could not convince 13 others from around the world to vote their conscience and make it Lito.  

I hope you were not taken in by this talk of dereliction of duty.  Because that would be purely performative.

The selection was run in accordance with our published rules and as transparent as any process could be given the requirement to have a secret ballot. As is our normal process, we have published the full voting results in detail (see https://icann-community.atlassian.net/wiki/x/BwAJN). I do not know how we can be more transparent or more public.

I have no ability to read minds so I cannot say why each elector voted as they did. You are correct that Lito was an excellent candidate. I first met him 30 years ago and have the utmost respect for him and his abilities. I do note that despite the fact that he was not well known in much of At-Large, he did receive the largest number of second-rank votes.

Dear All, 

 

On behalf of Alan Greenberg, Chair of the Board Member Selection Process Committee (BMSPC), we are announcing the final election result of ICANN Board Director (Seat #15) selected by the At-Large Community. The nomination will be sent to the Empowered Community for the formal appointment of the Director as per the ICANN Bylaws.

 

The At-Large Community's ICANN Board Director selection process was a six-month effort and officially ended on 19 February 2026. Justine Chew has been selected by At-Large as the successor of León Felipe Sánchez Ambía and will begin her three-year term as an ICANN Board Director at the end of ICANN87 (22 October 2026).

 

The selection process began in September 2025 and started with the formation of two At-Large committees tasked with managing the timeline, calling for and evaluating the candidates, and organizing the final election.

 

Four Expressions of Interest for the position were received, of which all were deemed eligible. The candidates were Sébastien Bachollet, Justine Chew, Maureen Hilyard, and Rafael (Lito) Ibarra. Before the election took place, the At-Large Community was given several opportunities to ask questions to the finalists, both verbally and in writing, to make an informed choice. 

 

The final selection was made by the fifteen (15) members of the At-Large Advisory Committee and the five (5) Regional At-Large Large Organization Chairs with the involvement of the At-Large Community.
