The Working Group published a supplemental Initial Report for public comment on 30 October. The supplemental Initial Report covers topics that were not included in the Initial Report and that the Working Group determined required additional consideration. The public comment period for the supplemental Initial Report will remain open until 12 December.

 

The Working Group held two regular meetings in October, as well as a series of face-to-face sessions at ICANN63:

 

·     Continued to review sections of the draft supplemental Initial Report, including section 1.1 on Auctions: Mechanisms of Last Resort, section 1.2 on Use of Private Auctions, section 1.3 on Role of Application Comment, section 1.4 on Change Requests, and section 1.5 on Registrar Support for New gTLDs.

·     Considered an initial assessment of work done already and and additional work that may be required by the Working Group with respect to recommendations contained in the Competition, Consumer Trust, and Consumer Choice Review Team Final Report.

 

·     Went over additional feedback received on supplemental Initial Report sections 1.1 through 1.5, as well as proposed revisions to the document.

·     Discussed planning for ICANN63 sessions, including agenda and logistics for breakout sessions.

 

·     Considered outstanding items related to the supplemental Initial Report and came to agreement on a final version of the document for publication.

·     Discussed steps that could be taken to streamline the eventual implementation of subsequent new gTLD procedures.

·     Using breakouts, kicked off the three Sub Groups that will be responsible for considering public comments received on the Initial Report.

 

The Working Group Sub Groups began meeting the week of 5 November and will continue meeting on a regular rotation until all public comments have been reviewed. The full Working Group had a meeting on 12 November. A summary of the November meetings will be included in the next edition of the newsletter.

Work Track 5

 

WT5 prepared a draft Initial Report for discussion prior to ICANN63 (latest versions of the draft are available here). This Initial Report focuses exclusively on the treatment of geographic names at the top level.

 

The Working Group held one regular meeting in October, as well as a series of face-to-face sessions at ICANN63:

 

·     Reviewed draft preliminary recommendations contained in the draft Work Track 5 Initial Report.

·     Discussed planning for ICANN63 sessions, including structure and material to be covered during the face-to-face meetings.

 

·     Reviewed Work Track 5’s status and next steps.

·     Held discussions on specific topics selected by participants to solicit additional input from the broader community for the Work Track 5 Initial Report. Participants chose to discuss the future treatment of non-capital city names, as well as strings that were not included as geographic names in the 2012 Applicant Guidebook that some believe should have special rules in subsequent procedures.

·     Considered recent Board resolutions that many believe are related to the topic of geographic names.

 

WT5 held a meeting on 7 November, which will be covered in the next edition of the newsletter.

The full Working Group has a meeting scheduled for 26 November. Sub Groups A and C have meetings scheduled for 15 November. Sub Group B has a meeting scheduled for 13 November. Additional Sub Group meetings may be scheduled for the last week of November.

In June 2014, the GNSO Council established a Discussion Group that was intended to evaluate the experiences of the 2012 round gTLD Program and to identify possible areas for future GNSO policy development. The Discussion Group’s deliverables served as the basis for the GNSO Council request for a Preliminary Issue Report in June of 2015.

Following the publication of the Final Issue Report, the GNSO Council adopted the charter for the PDP Working Group, which began its work in February 2016. The Working Group initially concentrated on a set of overarching issues. It later conducted deliberations on additional topics in its charter using five separate Work Tracks: Work Track 1 - Overall Process/Support/Outreach, Work Track 2 - Legal/Regulatory, Work Track 3: String Contention/Objections & Disputes, Work Track 4: Internationalized Domain Names/Technical & Operations, Work Track 5: Geographic Names at the Top Level.

The Discussion Group identified a number of subjects that may require further analysis and possible formulation of policy language. There are existing policy recommendations adopted by the GNSO Council and ICANN Board, which will remain in place unless the PDP WG determines that changes are needed.
