Dear Claire, without any justification the rights of those already determined as winners by acclamation are being run over. And for the rest, personally, I don't have or see any conflict of interest. And I believe that no conflict of interest that must be dealt with can be justified.

 

I insist, a measure like the one proposed must be proposed to the Ralos for them to issue their opinion.

Since you pointed out the issue with the discussion list, I’ve been using the English list only.  I hope that’s correct. I too find the lists confusing and don’t get everything that’s posted on the list. 

 

With respect to your specific question, I only quoted the RoP with respect to Title VII Section 24. 

I agree that what was reported at the meeting is valid and the results should stand as is with elections taking place for the last position. However, the chair of the Governance Working Group seems to have another opinion, hence the second meeting that is called tonight.

Further to Carlton’s email, please be aware that the candidates in question have not received any formal notification. As a result, the process has not begun until this is done. Informally the candidates were questioned at the candidates call, they replied that they did not have conflicts. 

 

It is my understanding that after the formal notification Title VII -About Conflicts of Interest - Section 24 can be applied. In  case  of  any  emerging  conflict  of  interest  which  may  be  unclear  according  to  the  operative  principles of the region, a written statement shall be requested from each 

nominee. Immediately, a five (5) -

day process shall begin to clarify the situation and the “Regional leaders” (NOT Governance Working Group) shall make a 

special call to hear all interested parties. If after said period no resolution is reached, the region shall vote within a period of 10 days once the clarification period is over, and the issue shall be resolved by simple majority of the cast votes. 

 

Please be guided accordingly.

We had a discussion last week that would have closed the matter. That this continues raises a number of issues, among them the basic understanding of the RoP. Members should consult Robert's Rules of Order for an understanding of how the procedures work.

 

Looking at the thread, I am presuming that a member has invoked Title VII Section 24 of the RoP.  That is, an official challenge to one or other member regarding "an emerging conflict of interest" (CoI). But absent an official notice lodged with the Secretariat and/or staff and presented to the entire membership via the Discussion List,  one cannot be certain.  This must be stated unequivocally. 

 

A notice invoking Title VII Section 24 is only properly brought when the member alleging a CoI self identifies and publicly states the basis of the "emerging conflict of interest" sensed by that member on the general Discussion List. 

 

Let us be clear, this cannot be a gripe of an unfounded concern on a frolic fueled by malice or ignorance. Bringing a personal gripe to the membership opens that member to a charge of placing this body in disrepute, malice aforethought and behaviour injurious to the comity of this community.  

 

Plus it is a distraction and a waste of valuable volunteer time for which, at minimum, exposes the member to a motion of censure at the next meeting of the community.

 

We must and shall follow the rules.
