CURRENT STATUS

Full Working Group and Sub Groups A, B, and C

Three Sub Groups are currently meeting on a regular basis to review public comments received on the Working Group’s Initial Report. The full Working Group is also meeting regularly to address issues that the Sub Groups have referred to the full Working Group for additional consideration.

The public comment period on the Working Group’s supplemental Initial Report remains open until 12 December. The supplemental Initial Report covers topics that were not included in the Initial Report and that the Working Group determined required additional consideration.

The full Working Group held two regular meetings in November:

12 November:

· Reviewed progress made during Working Group face-to-face sessions at ICANN63

· Went over the status of Sub Groups A, B, and C and Work Track 5

· Began discussing topics raised in public comment that the Sub Groups referred to the full Working Group for additional consideration

· Discussed recommendations contained in the Competition, Consumer Trust, and Consumer Choice Review Team Final Report, specifically those targeting the New gTLD Subsequent Procedures Policy Development Process Working Group

26 November:

· Went over the status of Sub Groups A, B, and C and Work Track 5

· Continued to discuss topics raised in public comment that the Sub Groups referred to the full Working Group for additional consideration, as well as recommendations contained in the Competition, Consumer Trust, and Consumer Choice Review Team Final Report

Sub Groups held the following meetings to make progress on the Working Group’s review of public comments on the Initial Report:

Sub Group A

· 8 November: Review of general comments

· 29 November: Review of comments on Continuing Subsequent Procedures

Sub Group B

· 13 November: Review of comments on Application Fees

· 27 November: Continued review of comments on Application Fees

Sub Group C

· 8 November: Review of comments on the Base Registry Agreement

· 15 November: Review of comments on the Base Registry Agreement and Objections

· 29 November: Review of comments on Objections

A summary of meetings held in December will be covered in the next edition of the newsletter.

Work Track 5

Work Track 5 published its supplemental Initial Report for public comment on 5 December. This report focuses exclusively on the issue of geographic names at the top level. The public comment period will remain open until 22 January.

Work Track 5 held three meetings in November:

7 November:

· Reviewed draft Work Track 5 supplemental Initial Report and feedback received from Work Track members.

14 November:

· Reviewed and discussed additional feedback on the draft Work Track 5 supplemental Initial Report received from Work Track members.

28 November:

· Discussed final outstanding items to resolve before publication of the Work Track 5 supplemental Initial Report.

NEXT STEPS

Full Working Group and Sub Groups A, B, and C

The full Working Group has a meeting scheduled for 18 December to continue its discussion of items referred from the Sub Groups. Each of the Sub Groups will continue to meet weekly in December.

Work Track 5

Work Track 5 will meet on an as-needed basis while the public comment period is open. The Co-Leaders will send additional information to the Work Track 5 mailing list.

WHAT IS THIS ABOUT?

In June 2014, the GNSO Council established a Discussion Group that was intended to evaluate the experiences of the 2012 round gTLD Program and to identify possible areas for future GNSO policy development. The Discussion Group’s deliverables served as the basis for the GNSO Council request for a Preliminary Issue Report in June of 2015.

Following the publication of the Final Issue Report, the GNSO Council adopted the charter for the PDP Working Group, which began its work in February 2016. The Working Group initially concentrated on a set of overarching issues. It later conducted deliberations on additional topics in its charter using five separate Work Tracks: Work Track 1 - Overall Process/Support/Outreach, Work Track 2 - Legal/Regulatory, Work Track 3: String Contention/Objections & Disputes, Work Track 4: Internationalized Domain Names/Technical & Operations, Work Track 5: Geographic Names at the Top Level.

WHY IS THIS IMPORTANT?

The Discussion Group identified a number of subjects that may require further analysis and possible formulation of policy language. There are existing policy recommendations adopted by the GNSO Council and ICANN Board, which will remain in place unless the PDP WG determines that changes are needed.
