* All nominees are expected to submit a brief Nominee’s
Statement explaining why they believe they are a suitable
candidate. The Nominee’s Statements will be posted to the
LACRALO wiki. Nominees are also requested to complete or update
their Statement of Interest (see: At-Large New SOIs Workspace).
Criteria for ALAC Members:
According to 5.4.1 of the LACRALO/ICANN MOU
· 5.4.1 The LACRALO will choose (2) individuals to
serve as representatives to the At-Large Advisory Committee
(ALAC) in the terms specified in the ICANN bylaws. Only those
ALSes who have been accredited prior to the election will be
able to vote. Each accredited ALS will have one (1) vote. The
selected representatives must be members of different ALSes,
must have their principal residence in different countries of
the region and their nationalities must be different. Selected
representatives will have the responsibilities described in
the bylaws.
According to rule 8 of our LACRALO Operating Principles:
Presentation of Candidate(s) on Single Issue Call:
A single issue call will be held after the close of the
nomination period. During this call, accepted candidate(s) will
be asked to give a brief presentation of why they believe they
should be selected. Members of LACRALO will be able to ask
questions of the candidate(s) .
Applicable Rules for Votes in LACRALO:
The rules applicable to various nomination situations are
outlined below:
In the case of multiple nominations:
· The standard weighted voting method will be used, and
the candidate with the largest number of votes will be declared
the winner (LACRALO Operating Principles , Article 8 (Updated in
March 4 2009 by the LACRALO General Assembly held during the
ICANN meeting in Mexico. Please note that Article 8 must be read
and interpreted in conjunction with Article 12
regarding voting as stated in the Rules of Procedure 2007 –

voting period, the votes shall be counted according to rule
12.9 of the rules, (each vote shall be weighted according to
the country coefficient), and the results of the votes,
including votes casted and voters will be presented to all
LACRALO members according to article 20 in accordance with rule
12.4
In the case of a tie:
· A random selection, carried out by LACRALO leadership
and supervised by At-Large Staff will be use to break the tie (UN
GA Rule 132 [93]).
In the case of a single candidate:
· Precedent will be applied. The LACRALO community will
hold a poll. If a majority (more than 50%) of people responding
to the poll, NOT counting abstentions, indicates NO, then the
selection process for the ALAC seat will be restarted with a new
call for nominations. On the contrary, the candidate will be
nominated.
