EURALO STATEMENT ON THE ALAC PILOT TRAVEL POLICY-ICANN80

EURALO acknowledges the commendable efforts of the ALAC. Nonetheless, EURALO has concerns about the newly proposed Pilot Travel Policy for the following reasons:
§ Exclusion of individuals elected by RALOs. This exclusion not only undermines the direct mandate given to these individuals by their RALO community but also contravenes the bottom-up process that is fundamental to ICANN's operations. It is imperative that our actions and decisions reflect the collective voice and needs of our RALOs, ensuring that those elected to represent the RALO’s interests are empowered to do so effectively, including through travel when necessary.
§ The decision-making process surrounding this policy appears to have deviated from our established norms of group consensus, transparency, and adequate information dissemination. RALO representatives at ALAC were not given adequate information or time to discuss the policy with their RALO community to reach consensus. The ethos of ICANN, At Large, and ALAC have always been to foster bottom-up, collective decision-making, ensuring that every action taken is the result of thoughtful deliberation and consensus among all relevant stakeholders. This ethos is missing from the proposed Pilot Travel Policy.
§ Lack of diversity, EURALO considers diversity, in all its facets, as a strength that enriches our discussions, decision-making, and overall effectiveness. The focus should not solely be on rewarding "those engaged most" but rather on ensuring the depth, breadth, and richness of the dialogue and outcomes we aim to achieve.
In view of these, EURALO urges a reconsideration of the Pilot Travel Policy and its decision-making process. Let us ensure that our procedures and actions remain true to the principles of inclusivity, transparency, and collective governance that define ICANN. EURALO looks forward to engaging in a constructive dialogue on this matter, working together to uphold the values and processes that underpin our work at ICANN, At Large, and ALAC.
