The template still could not be used. I tried to open the ODT file with
WORD. It said the file was corrupted but it tried to recover the
contents. I saved these in DOCX and PDF formats and they are attached. If
the contents are ok, I suggest you submit the PDF.

- Adobe Acrobat (Version X) says the file is corrupted. I asked Ariel
to verify and she had the same problem.
- I also tried another PDF reader and it opened the Public Comment
Input Template, but all of the answers were blank.
