I suggest you download .pdf and open with your .pdf reader by default.

The file have a trouble if you try open in any web navigator. Seems it is a default of design.

Please let me know if you can read it.

Adobe Acrobat (Version X) says the file is corrupted. I asked Ariel to verify and she had the same problem.

I also tried another PDF reader and it opened the Public Comment Input Template, but all of the answers were blank.
