LACNIC: A Story Still Under Construction

On 31 October 2002, LACNIC was officially ratified by the ICANN Board at ICANN14 in Shanghai as a Regional Internet Registry, having complied with the stages and conditions established by the ICP-2 global policy.

This was the first time that this policy was implemented. The drivers of the process worked hard to demonstrate to the Internet community that the Latin American and the Caribbean (LAC) region had the necessary technical capabilities and the support of a community of operators who trusted that we could play that role.

In a few weeks, we'll celebrate our 15th anniversary. The next LACNIC 28 event in Montevideo will be a new occasion to celebrate. Like each of the previous events, it will be an opportunity to endorse that mandate with an increasingly large and diverse community - more than 6,000 associated entities - that challenges us to evolve at a rapid pace.

Everyone's work has contributed to our rich history. Let's continue to create the history that our region needs.

Webinars on the Root Zone KSK Rollover in Latin America and the Caribbean

On 9 August, LACNIC and the LAC Network Operators Group (LACNOG) offered a webinar[r20.rs6.net] (in Spanish) to answer questions about the root zone key signing key (KSK) rollover. Then on 14 August, Matt Larson (VP of Research in the Office of the Chief Technology Officer, ICANN) delivered a presentation on this topic for 21 technical personnel from telecom carriers and Internet service providers from the Dominican Republic.

10th Annual Meeting of the National Association for Digital Inclusion (ANID)

From 9 to 11 August, I attended the 10th Meeting of the National Association for Digital Inclusion (Associação Nacional para Inclusão Digital) in João Pessoa, Brazil. ANID welcomed ICANN with an extraordinary booth where we engaged with community members from northeastern Brazil: Internet service providers, scholars, students, and other hospitable people from the State of Paraiba. We discussed key issues like the root zone KSK rollover and prepared the community for ICANN meetings that will be held in the LAC region in 2018.

Strengthening International Internet Governance

Rodrigo de la Parra, ICANN's VP for Latin America and the Caribbean, and Daniel Fink, Senior Manager Stakeholder Engagement for Brazil, attended the International Telecommunication Union (ITU) Workshop on Internet Governance[r20.rs6.net] in Brasilia, Brazil, on 14 August.

The workshop gathered information and communications technology (ICT) leaders from all sectors in the LAC region to deepen their understanding of relevant topics such as digital policy priorities, Internet governance principles, and telecom infrastructure. ICANN contributed to the discussions on the Internet governance ecosystem, names and numbers standards, and cybersecurity.

ICANN Hosts Webinar for ICANN60 LAC Fellows

On 17 August, the LAC Global Stakeholder Engagement (GSE) team organized a webinar for the 13 Fellows who will be participating in our ICANN60 Public Meeting in Abu Dhabi, United Arab Emirates. It is the first webinar organized for LAC Fellows before an ICANN meeting, and its objective was to introduce ICANN's LAC GSE team, explain the regional activities and projects, share the personal experiences of Fellowship alumni, and give information about the upcoming meeting and its LAC sessions. At-Large Community Responds to Review Recommendations

On 22 August 2017, the ALAC discussed and ratified the Feasibility Assessment and Implementation Plan in response to the review recommendations[r20.rs6.net] proposed by ITEMS International. The document was developed with input from the At-Large community. The next step is to submit the document to the ICANN Board Organization Effectiveness Committee.

ccNSO to Participate in New gTLD Subsequent Procedures PDP Working Group Work Track 5

The Country Code Names Supporting Organization (ccNSO) will participate in the newly created Work Track 5 of the GNSO New gTLD Subsequent Procedures Policy Development Process Working Group[r20.rs6.net]. Annebeth Lange (.no) will serve as ccNSO-appointed co-leader of this effort. 

GNSO Council Updates

Review of the Customer Standing Committee Charter

Starting in October 2017, the ccNSO and the Registry Stakeholder Group will review the charter[r20.rs6.net] of the Customer Standing Committee (CSC)[r20.rs6.net]. The review team will adopt a lightweight approach and will consult with the full CSC on potential areas for improvement. The goal is to submit a final report to the ccNSO and GNSO Councils in April 2018.

Six Scripts Integrated into the Second Version of Root Zone Label Generation Rules

The second version of Root Zone Label Generation Rules (RZ-LGR-2[r20.rs6.net]) is now available. It integrates six scripts - Arabic, Ethiopic, Georgian, Khmer, Lao, and Thai. The community-developed RZ-LGR-2 provides a conservative and secure method to determine valid top-level Internationalized Domain Name (IDN) labels and their variant labels, if any. In accordance with the Call for Generation Panels[r20.rs6.net], five additional scripts - Hebrew, Myanmar, Sinhala, Tibetan, and Thaana - are being actively solicited.

"Statistical Analysis of DNS Abuse in gTLDs" Report Available for Public Comment Until 19 September 2017

The Competition, Consumer Trust, and Consumer Choice Review Team[r20.rs6.net] (CCTRT) requested the study to measure rates of common forms of abusive activities in the Domain Name System (DNS) - such as spam, phishing, and malware distribution. The study compares rates of these activities between new and legacy generic top-level domains (gTLDs). It also employs inferential statistical analysis to measure the effects of DNS Security Extensions (DNSSEC), domain parking, and registration restrictions on abuse rates. The analysis uses historical data from the first three full years of the New gTLD Program (2014-2016). Learn more and submit your comments here[r20.rs6.net].

Universal Acceptance Issue: Report the Problem

The Universal Acceptance (UA) Steering Group (UASG) is a community initiative supported by the ICANN organization formed to educate and ensure that systems are UA-aware. UA-readiness means that Internet-enabled applications, devices, and system can successfully recognize all domain names, including IDNs and new gTLDs. If you find a webpage or application that is not UA-ready, report it here[r20.rs6.net]. The UASG will pursue resolution options, and this information will help them to drive UA-readiness globally.

Bartlett Morgan is the incoming representative to the At-Large Advisory Committee (ALAC) from the Latin America and Caribbean Regional Islands At-Large Organization (LACRALO). During his 2017-2019 term, he will also serve as a member of the At-Large Leadership Team (ALT). 

Based in Barbados, Bartlett is an attorney with a practice focused on commercial dispute resolution and, increasingly, aspects of cyber and telecommunications law.

Bartlett is one of the founding members of the Barbados Chapter of the Internet Society and is a professional member of the Barbados ICT Professionals Association, which he represents in LACRALO. He is also a member of the International Association of Privacy Professionals.

Additionally, Bartlett is co-chair of the Caribbean Working Group (under the auspices of the Global Stakeholder Engagement Team's LAC Strategy) and is a member of the Jurisdiction subgroup within Work Stream 2 of the Cross-Community Working Group on Enhancing ICANN Accountability.
