On first read, I agree with Carlos. The letter borders on prevarication too much. First, it is suggested that ICANN basically figured everything was good so it gave the go-head. Then a few lines down: the parties were still deliberating this whole time. 😃
That said, is it fair to say that this letter is ICANN ORG washing its hands of the whole thing?
