Alejandro, coincido. Solo que propuse tratar este tema en forma diferente y hubo opiniones hasta agraviantes de que estaba rompiendo âla costumbre de tratamientoâ, y en ese momento hubo tres o cuatro opiniones asà coincidentes y la mÃa no concordante. Lamentable consenso.
Me gustarÃa que toda nuestra Región se expidiera rápidamente asà podemos en consenso, comenzar a trabajar productivamente.
Es hora de comencemos a participar.

Alberto,
propongo iniciar el estudio de este tema siguiendo los principios y recomendaciones ("roadmap") del informe del Strategy Panel on ICANN's Role in the Internet Governance Ecosystem. En ese trabajo se encuentra un conjunto de principio aplicable tanto a ICANN como a las partes interesadas en IANA (por ejemplo "Stewardship" o anteposición del interés general al particular; simplicidad; subsidiaridad; reciprocidad y otros). También se plantean algunos aspectos generales para el plan de ruta de ICANN, aplicables a la transición de IANA.
Es posible que la mejor ruta para la discusión sea que la Presidencia y SecretarÃa hagan un desglose de los temas en función de las competencias de los miembros de LACRALO y conduzcan la discusión por pasos.
Algunos temas que no deben quedar sin discutir son la naturaleza del organismo que se espera sustituya al gobierno de EU en la supervisión del las funciones de IANA y quién debe pagar sus costos.
