He leido con atencion la propuesta hecha por el chair de ALAC. No creo que debiamos estar de acuerdo. Las reglas fueran hechas para que las regiones tienen voz y puedan participar en las reuniones y expressar las voces de cada comunidad.

Siempre hubo tickets extras apra ALAC levar las liasions que ALAC tiene con las ACySOs para que participen de las reuniones de los grupos donde tienen obrigaciones como liaison.

Pero sacar nos miembros de la region para favorecer un o outra region no está correcto. Africa podria ter hecho la solicitacion al CROP para hacer una reunion en Africa. ? Tuvimos la oportunidade de levar personas a nustra escoja cuanda la reunion fue en CANCUN? NO. Para reuniones regionales con proposito tenemos el CROP. Asi que no hay motivo para que lleven 5 miembros que no sabemos quien son pero sabemos que no nos representan, en nuestra nombre.

Creo que LACRALO , en especial los ALAC members porque nos representan junto al ALAC y esperaria que APRALO tambien manifestense en contra esta propuesta.

Hay reglas establecidas y solo podemos cambiarlas en una asemblea general de ALAC y vale mirar el suporte en los estatutos de ICANN, porque se el TRAVEL grupo emiten los tickets es porque esta claro que asi deben proceder.

Espero que nuestros colegas peinsen en los principios de representacion de los intereses de los usuarios en los 5 cantos del mundo. Este es el principio que nortea ALAC. Cambiarlo a mi ver necessita apssar pelo proceso de cambio de las bylaws.

Creemos que no es posible lo que está aconteciendo en la decisiones de la directiva de Alac y de algunos de sus más cercanos integrantes.

Es por ello necesario acompañar de manera enfática está mocion de Sergio y, espero nos acompañe con sus declaraciones u opiniones, si están de acuerdo o no.

A continuación y en esa misma linea le dejo el mensaje enviado a la lista de Alac Members

"Estimados colegas, voté en contra de esta propuesta horrible, que rompe con el buttom up y deja en descubierto que un grupo de ALAC con ansias de poder y poca vergüenza quiere tomar para si el control de ALAC y definir entre ellos quienes quieren que los acompañe en el próximo destino que marque la agenda de ICANN.

Esta medida, además de antipática, está plagada de intencionalidad manifiesta de romper las formas lógicas de participación, del poder que tiene las regiones al proponer a sus representantes, genera privilegios para el grupo que no fue electo por nadie, discrimina a aquellos que legítimamente estamos con el voto en este lugar.

Esta acción avergüenza a todo ALAC y a ICANN.

Queda en su conciencia lo que están haciendo.

En mi país, Argentina, cuando alguien toma el poder y desconoce a aquellos que legítimamente han sido electos se los llama Golpistas, o personas que promueven un Golpe de Estado y promueven una tiranía, quizás este sea el caso."

Algo está pasando en ALAC, hace unas horas el presidente de ALAC ha pedido a nuestros ALAC Members que voten por SI, por NO o por Abstenerse, sobre una pequeña lista de personas que participaron en la reunión de Kigali en Ruanda.

Esta pequeña lista excluye a parte del liderazgo ampliado de nuestra región y de otras con derecho a participar de esta reunión y agrega sí, un grupo de amigos del poder del presidente de ALAC.

Este intento de romper el principio de Abajo hacia Arriba, que impera en ICANN desde el principio de los tiempos, desconocer a los líderes electos (alac members, presidentes y secretarios de cada uno de las regiones) y poner a los amigos del poder, en mi pais se llama Golpe de Estado.

Entiendo que el presidente de ALAC es el responsable, junto a ese grupo de viajeros frecuentes desde hace aproximadamente 20 años, de que se ponga en juego la representatividad regional y se genere un desequilibrio perverso de poder en la Casa de los Usuarios de Internet del Mundo.

Un dato anecdótico, es que la mayoría de estos "pasajeros frecuentes" no vienen del trabajo colectivo dentro de instituciones, sino del mundo de lo individual, de lo ínfimo, sin representación de nada. Creo que ahí es donde radica el poco aprecio de pensar instituciones con vida democrática, representada y con valor.

He hablado con todos nuestros ALAC Members sobre este tema y también con lo de otras regiones, para que este ensayo de Golpe Institucional no prospere, veremos como se suceden estas cosas en estos días (fecha límite de votación 7 de abril), alguno de ellos pudo haberse confundido en su forma de votar y es comprensible, esta gente sabe como "venderte lo invendible", pero entiendo que luego de nuestra charla todos con quien hablé hayan comprendido acabadamente que el camino no es darle poder a un grupo de privilegio, que quiere romper con las mejores de las tradiciones democráticas de participación.
