The Chair's Position on Eligibility of Candidate
Two things continue to amaze me; 1) How this list comes alive at elections, confirming LACRALO main utility is as an electioneering mechanism 2) The continuing lack of understanding of the ordinary rules governing meetings in general and in particular, LACRALO Rules of Procedure. For what its worth, the Chair has a duty to identify and declare an action in violation of LACRALO rules. He has made such a declaration. Any member may disagree and declare their opposition. And said member has the right to petition for a reconsideration of that declaration. The member may do so by requesting the Secretariat to call for a general assembly to consider the question; every time you call for a vote, you are in fact requesting a GA. That member MUST put the question to be considered in the form of a motion. The Secretariat may declare a GA for a specific date/period directly or, request the advice of the general membership as to whether one is necessary. Existing quorum rules shall apply. And don't forget that in all of this politicking, time for seating a representative will not adjust due to our local situation. - Carlton Samuels ============================== Carlton A Samuels Mobile: 876-818-1799 *Strategy, Planning, Governance, Assessment & Turnaround* =============================
