me adhiero a las preguntas de Alberto (aunque entiendo que por premura pueda existir sólo la versión en inglés) y añado observaciones:

1. La construcción de capacidades debe concentrarse en conocimientos básicos de la gestión global del DNS, origen y estructura de ICANN, gobernanza de Internet, y el entorno global de ésta con sus desafíos actuales.
