Dear Harold: I support your nomination of Clair Craig to vice this OFB WG as the LACRALO representative even as she is Co-Chair and a NomCom appointed ALAC rep. Clair has accepted the charge. I am aware of the back channel grumblings regarding your recommendation under the guise that Clair is conflicted by virtue of being NomCom appointee to the ALAC to serve in both capacities. Clair is a member of a MOU-signatured ALS that chooses to caucus with LACRALO and does not lose that status with her role. So I read your action not only in the scope of your duty as LACRALO Chair but also as an obligation to exercise some leadership. History absolves you. Other than the fact that in my view most of these committees are no more than 'make work' vehicles with questionable contributions to policy advice reputedly from end users, I can confirm that Clair is capable of performing both roles. Those of us from the Caribbean have long learned by necessity to chew gum and walk a straight line simultaneously. We also take note of the continued sniveling and cowardly attempts to disfavour and delegitimize Caribbean representatives in LACRALO. The muted malice of these attempts is dishonourable and dismissed for cause. As noted by Jonathan Zuck, ALAC Chair, all members of the ALAC are required to join the OFB-WG and attend the meetings on a regular basis.

o Providing input to, and drafting any statement related to, the ICANN strategic plan and processes.

o Providing input to, and drafting any statements related to, ICANN's operational initiatives.

o Providing input to, and drafting any statement related to, Organizational Reviews and Continuous Improvement.

o Reviewing any Fiscal Year At-Large Funding Requests for inclusion into the ALAC's statement on ICANN's annual budget and operating plan.
