Hi Cintra Since there are no different rules for a virtual AGM vote vs an in-person AGM vote, what should have happened is that no candidate should have been allowed to add or leave once the vote started. There are no rules for stopping a vote once it is in progress, so it should have simply continued to the natural conclusion. If ppl had voted for Antonio, if he "won", he would simply refuse to take up the position and then we would have a single candidate (Dev) and that would have been it. Unfortunately this has gone into mass confusion, with abstaining, throwing out of previous votes, extending etc. None of that is in the rules of procedure either. Jacqueline A. In my personal opinion, if we accept Antonio's withdrawal of candidacy then it is automatic that since there is only one candidate left, he will be the automatic winner.
I understand that it is difficult to find precedents to treat with this situation. But in my mind there is no common sense in having a vote with only one candidate AND extending that vote!
Basically, there is no point to vote... UNLESS there has been a call from LACRALO to question Dev's candidacy... otherwise we have a clear single candidate to fill the position.

It seems unusual to me that it must follow a voting with a single one candidate. He is totally ridiculous and this discredits to our institution.
I understand that it is not possible to be sanctioned to Antonio to retire once begun the voting process since the possible sanction was not established in it forms previous, but I believe that of this experience one isdue to learn and to take corrective necessary so that this situation does not become to present/display. We must incorporate an exemplary sanction in our statutes.
The possible sanction could not be but that moral.
In addition to the time of the members of the LACRALO to have to avoidvotes in a selection of a single candidate, has been incurred expenses when organizing voting process that ends up being unnecessary.

As I communicated to them in the Teleconferencing of the Day of Yesterday, the process of voting online to choose the Secretary of LACRALO began the dayMonday 28 of March of 2011 with 2 candidates:

Day 23 of March of 2011, Antonio Medina Gomez accepted its nomination - autonominación- and day 31 of March notified the retirementof its candidacy for Secretary of LACRALO, leaving only a candidate for the position of Secretary of LACRALO.
Since the vote already had begun, an overhaul of documents of LACRALO organization was made to determine the most appropriate form of to continue with the following steps: (https://community.icann.org/x/Oo0i)
In the interest to maintain the integrity of this election process, selection of the Secretary will continue.
Since there is sólamente a candidate, the voters can choose between that only candidate:
- Dev Anand Teelucksingh from Trinidad de Tobago Computer Society (TTCS)
Or by the abstention.
Ever since LACRALO is taking ahead a General Assembly Virtual stops this selection (meaning that all 3ÃLSs in LACRALO is present and voting), by Rule 12,2 and 19 of the Rules of Procedure of LACRALO, at least 19 ALSes MUST vote by the only candidate so that results can be mentioned (ALSs that vote by abstention will be considered for this respect as if they had not voted).
Since there were deliberations to make this decision, the date limit of selection for the Secretary of LACRALO has been extended to Tuesday 12 of April 2011 to the 23:59 emitted UTC and the 7 votes they will be erased until moment, being sent again the credentials to the delegates of each ALS so that they emit his vote again.
