Es evidente que hay factores coyunturales y estructurales de peso en favor de este nuevo camino, pero también es probable que la oposición a la medida original haya contribuido.

Ojalá alguien con información más cercana al origen pueda ayudarnos a entender el tema por completo (empezando por una confirmación oficial de la noticia).
