I wasn’t at Puerto Rico, but the mediator’s draft report said there was support of rotation among the leadership positions and he presented it on slides after the PR mediation meetings. The information about rotation and sub regions were then put in our Operating Principles (OP) and approved by LACRALO. The aspects that may not be present in our Rules of Procedure (RoP) like the powers of the new positions (vice chair, vice secretary) does not stop the election process with rotation. This is what option 1 says - have the elections under our OP approved by LACRALO for all of the various positions and with the rotation principle. Our RoP will be updated by October 2019 to clarify the new positions before the terms of the new positions begins at the end of the ICANN meeting in Montreal in November 2019. Setting aside or trying to manipulate the Operating Principles developed by LACRALO after the mediation process would nullify the outcomes and progress made from the mediation process.
