No surprise here. In fact I think this is just publicizing what is already at work, they never stopped. As noted in the article, that surveillance capability has long existed and governments, not just the ones they tell you to distrust, are inclined to want to know everything. Aspects of these programs have long come to light; the 'Condor program' comes to mind. Here's something else you might wish to consider. Think Google and the way it makes money. It isn't outside rational thought to suppose that some governments had access to similar technologies long before Google popularized and commercialized it! I began my ICT career on the telecommunications side years ago, designing data circuits.
