Re: [lac-discuss-en] [lac-discuss-es] Election NomCom lacralo
Dear Carlos, this is not an electoral process. The process is the selection by the ALAC of a candidate to sit in the Nominating Committee. The selection will be undertaken by the ALAC. The RALOs can forward the list of candidates they suggest to the ALAC. There is actually no need to make a pre-selection and in fact, a RALO can send a list of more than one candidate to the ALAC. The RALO can send advice on as many or as few candidates to the ALAC as they want, but the final choice is made by the ALAC, not the RALOs. For your information, here is a copy of the by-laws regarding NomCom nominees: Section 4. CRITERIA FOR SELECTION OF NOMINATING COMMITTEE DELEGATES Delegates to the ICANN Nominating Committee shall be: 1. Accomplished persons of integrity, objectivity, and intelligence, with reputations for sound judgment and open minds, and with experience and competence with collegial large group decision-making; 2. Persons with wide contacts, broad experience in the Internet community, and a commitment to the success of ICANN; 3. Persons whom the selecting body is confident will consult widely and accept input in carrying out their responsibilities; 4. Persons who are neutral and objective, without any fixed personal commitments to particular individuals, organizations, or commercial objectives in carrying out their Nominating Committee responsibilities; 5. Persons with an understanding of ICANN's mission and the potential impact of ICANN's activities on the broader Internet community who are willing to serve as volunteers, without compensation other than the reimbursement of certain expenses; and 6. Persons who are able to work and communicate in written and spoken English. I hope this clears up any misunderstanding. Kind regards, Olivier On 04/08/2011 21:13, cveraq@gmail.com wrote :

What or Who is this "Your Candidate" referred to and really you don't even need to answer that so treat it as rhetorical.... However worthy of note is the FACT at this point ALAC does not HAVE any candidate (list exclusive or otherwise that is complete, we have asked Regions for recommendations we will consider what we get when we get it from all the RALO's and then look to appointment from or beyond any list supplied for our consideration in due course => All based on ICANN ByLaw requirements as it needs to be.... Simple as that... Cheryl Langdon-Orr (CLO) On 5 August 2011 09:29, <cveraq@gmail.com> wrote:

Again this is not the point. The point is that if we have a process, relevant or not, internal or external, mandatory or not.. It must be fair. I understand it's somebody else choice.. But actually we have a process and it has to conclude even if you are not going to consider it at all...

Dear Carlos: As Olivier said Bylaws are very clear and precise. doesnt matter what email said. The only rules are bylaws and is needed that you know it. my two cents.

Who should LACRALO recommend that the ALAC appoint as the 2012 NomCom representative from the Latin American and Caribbean Region, for a one year term?
SO WE ARE VOTING TO SELECT WHO WILL WE RECOMMEND
This is what it is.. A VOTING PROCESS TO SELECT WHO WE WILL RECOMMEND...

Dear Carlos,
this is not an electoral process.
For your information, here is a copy of the by-laws regarding NomCom nominees:
Section 4. CRITERIA FOR SELECTION OF NOMINATING COMMITTEE DELEGATES
Delegates to the ICANN Nominating Committee shall be:
Kind regards,
Olivier

Estimates staff members: I am amazed at what I'm reading on a new openness of the electoral process, you could give an explanation about what happens in the election?

The poll that was undertaken by LACRALO was the region's choice. It is not an ALAC mandated vote, and the ALAC is not bound by its results. How the RALO reaches its choice of suggested candidate is of no concern to the ALAC. The wording of the poll has to do between LACRALO and Staff. It is unfortunate that it might sound like a binding poll because it is not. The ALAC will appoint who it believes best meets the criteria. Kind regards, Olivier
