1. La construcción de capacidades debe concentrarse en conocimientos básicos de la gestión global del DNS, origen y estructura de ICANN, gobernanza de Internet, y el entorno global de ésta con sus desafíos actuales. Capacitar acerca de LACRALO sólo debe hacerse una vez se tengan esas bases. 2. En realidad la tendencia de fondo que se observa aquí es consistente con otras, como la expresión del Caribe en el sentido de que los IDN no son de su interés (y con ello la UA), la alineación con organismos regionales (mientras todos operamos con o contra CITEL el Caribe se maneja con la CTU), y varios signos más de que la afinidad de dicha subregión coincide tenazmente con Norteamérica y por ello con NARALO y no con LACRALO. No veo ni invitaciones a continentales a participar en el Caribe ni ofertas o manfiestaciones de interés del Caribe para participar o actuar conjuntamente con los iberoparlantes y continentales; la evidencia es elocuente. 4.
