The organizations that that make up LACRALO have been around 20 years, some ostensibly longer, active building different aspects of Internet governance. HE I would hope that they would be able to formulate concrete opinions within a short period of time of its tradition, structure and pre-existing documents. For LACRALO, there are approximately 4 weeks left until the February meeting, time that should be enough to at least formulate the basic positions and explore the levels of consensus and dissent around them. Various documents can also be used as discussion guides, such as that we have produced in the Dynamic Coalition on Core Internet Values, those of Internet Society, and of course those of ICANN; if not the documents complete, at least their indexes as thematic guides to structure the debate.
